Estonia's recommendation to the Islamic Republic of Pakistan during the third Universal Periodic Review


Universal Periodic Review of the Islamic Republic of Pakistan

Intervention by the delegation of Estonia



Estonia welcomes the delegation of Pakistan to the third cycle of the UPR and would like to offer the following recommendations:

  • Issue a standing invitation to all Human Rights Council’s Special Procedures;
  • Ratify the Rome Statute of the International Criminal Court;
  • Reinstate moratorium on death penalty;
  • Accede to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol.


Estonia commends Pakistan for the efforts in the promotion and protection of human rights in collaboration with the relevant UN human rights bodies. We welcome the adoption of the National Action Plan on Human Rights (2016). We commend Pakistan for the efforts made to promote and protect the rights of women, especially the adoption of the Anti-Rape Bill and Anti-Honour Killings Bill (2016). However, we are concerned about the increasing trend of forced marriage, thus we urge Pakistan to prevent underage and forced marriage, as well as forced conversion through marriage, especially for minority women.
